Adds a new category of "qualified probation or parole certified officer" to North Carolina's concealed handgun permit law, defined as State probation or parole officers authorized to carry handguns and not subject to disciplinary action preventing handgun carrying.

Deems qualified probation or parole certified officers to have satisfied the approved firearms safety and training course requirement for concealed handgun permits under G.S. 14-415.12(a)(4).

Adds a new category of "qualified retired probation or parole certified officer" for officers retired two years or less who met firearms training standards, retired in good standing, and have vested retirement benefits.

Requires the Criminal Justice Education and Training Standards Commission to establish annual firearms certification standards and guidelines for qualified retired law enforcement officers.

Becomes effective upon enactment and applies to permit applications submitted on or after that date.
