Requires North Carolina's Protection and Advocacy Agency to submit twice-yearly reports to legislative committees detailing advocacy actions taken on behalf of persons with disabilities.

Agency must report to House and Senate Appropriations Committees on Health and Human Services during legislative sessions and to Joint Legislative Oversight Committees during interim periods.

Agency shall submit a comprehensive report by December 1, 2023, to Joint Legislative Oversight Committees on Health and Human Services and Education detailing measured successes in reducing employment barriers, enabling independent living, and increasing postsecondary educational opportunities for persons with disabilities.

Agency is encouraged to hold six annual public meetings throughout North Carolina to share findings from required reports.

Act becomes effective only if House Bill 125 from the 2023 Regular Session becomes law; otherwise, the act expires on December 31, 2023.
