Expands the definition of "official duties" under North Carolina's Public Safety Employees' Death Benefits Act to include time spent en route to, engaged in, or returning from duty or training

Includes deaths occurring while responding to or returning from calls for assistance from any department or organization within North Carolina or contiguous service areas

Covers voluntary emergency assistance rendered by public safety employees within North Carolina as official duties when specified conditions are met

Effective retroactively as of January 1, 2022, applying to deaths of covered persons occurring on or after that date when en route to, engaged in, or returning from duty

Named to honor Raleigh Police Officer Gabe Torres, who was killed on October 13, 2022, while on his way to work
