Establishes that prospective jurors must be citizens of the United States as a qualification for jury service in North Carolina.

Requires jurors to meet all of the following criteria: U.S. citizenship, state citizenship, county residency, no jury service in preceding two years, no grand jury service in preceding six years, age 18 or older, physical and mental competency, English language comprehension, no felony convictions (unless citizenship restored), and not adjudged non compos mentis.

Persons not meeting these qualifications are subject to challenge for cause.

The act becomes effective upon enactment into law.
