Prohibits discharge of Class B firefighting foam containing intentionally added PFAS chemicals for training or practice purposes by any person, local government, or State agency.

Restricts testing discharge of PFAS-containing Class B firefighting foam unless required by law or authority having jurisdiction and the testing facility implements containment, treatment, and disposal measures to prevent environmental releases.

Requires non-fluorinated training foams or non-fluorinated surrogates be used for firefighting training, conducted under conditions allowing collection of spent foam.

Authorizes the Office of the State Fire Marshal to adopt rules implementing this Part.

Becomes effective December 1, 2023.
