House Bill 372 - Safeguard Fair Elections Act

• Creates criminal penalties for voter intimidation, threats, and coercion, including Class H felonies for threatening voters or election officials and Class A1 misdemeanors for intimidation or coercion, with civil remedies available to victims

• Establishes automatic resignation from office for any public official who refuses to certify actual election results without substantial evidence, classified as a Class 1 misdemeanor punishable by up to $10,000 fine

• Prohibits third-party forensic audits and requires post-election audits to follow best practices including nonpartisan conduct, transparency, ballot secrecy preservation, and statistical soundness; mandates risk-limiting audits in each county after general elections

• Appropriates $250,000 annually for 2023-2025 for biennial security training for election officials and $2 million for 2023-2024 to establish threat monitoring capabilities including social media monitoring and database tracking of threatening behavior toward election workers

• Protects election officials' personally identifiable information from public disclosure, allows observers to wear identification at voting places, requires training standards for observers, and allows judicial review of certain contested election races
