Amends the North Carolina Constitution to require each State Senator to represent exactly two counties instead of representing an equal number of inhabitants.

Permits the General Assembly to revise Senate districts from time to time rather than limiting revisions to decennial census periods.

Establishes that North Carolina must be composed of exactly 100 counties, with the General Assembly prohibited from creating additional counties.

Requires the proposed constitutional amendments to be submitted to voters at the general election in November 2024.

Becomes effective upon voter certification if a majority of votes cast support the amendments.
