House Bill 38 Summary

• Requires public schools to accept cash as payment for high school athletic event admissions beginning with the 2024-2025 school year.

• Permits Dare Early College High School and Rockingham County CTE Innovation High School to operate as cooperative innovative high schools subject to state evaluation requirements starting in 2024-2025.

• Revises teacher salary supplement criteria for fiscal years 2023-2024 and 2024-2025 and establishes enforcement procedures for school units that supplant non-State funds in violation of requirements.

• Allows low-capacity UNC institutions to use up to 2% of project authorization for construction projects exceeding $20,000,000 to support additional project management capacity through time-limited employees or third-party vendors.

• Permits Fayetteville State University and North Carolina Agricultural and Technical State University to carry forward $2.5 million and $5 million in appropriated funds respectively through the 2024-2025 fiscal year, and allows UNC institutions to retain sports wagering tax revenue without reversion.

• Authorizes UNC to enter trade-in and buy-back agreements for technological equipment with vendors; permits citizens of Federated States of Micronesia, Marshall Islands, and Palau to qualify for in-state tuition rates; and increases administrative funding caps for scholarship programs from $2 million to $3 million annually.
