Requires North Carolina public school units to permit youth groups listed in Title 36 of the United States Code as patriotic societies (including Boy Scouts of America and Girl Scouts of the United States of America) to give presentations about organization membership to students.

Presentations must not exceed 10 minutes and shall be scheduled between the start and release times of the instructional day, with presentation time not counting toward instructional hour requirements.

Applies the same presentation access requirements to charter schools and regional schools, requiring them to develop policies ensuring youth groups have access to schools.

Local boards of education that deny priority access to patriotic societies must provide written reasons for the denial to the requesting entity.

Effective when the bill becomes law and applies beginning with the 2023-2024 school year.
