Establishes the North Carolina Semiquincentennial Legislative Commission to plan observance of the 250th anniversary of the American Revolution in North Carolina, coordinating with the North Carolina USA 250th Committee and Department of Natural and Cultural Resources.

Commission consists of eight members: four from the Senate (two majority party, two minority party) and four from the House (two majority party, two minority party), appointed by the President Pro Tempore and Speaker respectively.

Cochairs appointed by the President Pro Tempore and Speaker shall call the initial meeting within 60 days of the act becoming law; members receive per diem, subsistence, and travel allowances under G.S. 120-3.1.

Commission shall submit annual interim reports by December 1 beginning December 1, 2023, and a final report no later than April 15, 2031, with recommendations for proposed legislation or appropriations to carry out semiquincentennial observance plans.

Commission terminates on the earlier of April 15, 2031, or submission of the final report; act becomes effective upon passage.
