The Town of Youngsville charter is revised and consolidated into a single document, with the governing body consisting of a Mayor and five-member Board of Commissioners elected at-large on a nonpartisan basis.

The Town operates under a council-manager form of government with a Town Manager appointed by the Board to serve as chief administrative official.

Municipal elections are held in odd-numbered years with staggered four-year terms: three commissioners elected every four years, and two commissioners plus the Mayor elected two years later.

The Town is granted special powers including authority to levy street and sidewalk improvement assessments without petitions, conduct surveys for transportation improvements, collect recreation fees in lieu of land dedication, and accept real property conveyances in satisfaction of tax liens.

Eight prior acts dating from 1874 to 1955 are expressly repealed; the current Mayor's term is extended two years to expire in 2027 to implement the staggered term structure.
