Authorizes private parking lot owners and lessees to immobilize unauthorized vehicles parked on their property using wheel locks, clamps, boots, or similar devices.

Requires private lots to post legible signs at least 24 inches by 24 inches at all entrances displaying the immobilization company's current name and phone number, with individually-owned spaces clearly marked with the owner or lessee's name.

Establishes a 72-hour waiting period after signs are posted before immobilization can occur; registered vehicle owners become liable for device removal costs.

Protects immobilization companies and individuals from liability for installation or removal of devices except when intentional or negligent damage to the vehicle occurs.

Establishes violation penalties: unauthorized parking is an infraction subject to a maximum $100 fine; removing or damaging an immobilization device without authorization is a Class 1 misdemeanor; preempts local county and municipal ordinances regulating immobilization devices on private lots.

Becomes effective December 1, 2023.
