Prohibits medical professionals from performing sterilizing surgeries, mastectomies, puberty-blocking medications, and cross-sex hormone treatments on minors to facilitate gender transition.

Defines "sex" as biological state based on sex organs, chromosomes, and endogenous hormone profiles.

Medical professionals who violate the prohibition face licensure revocation, other discipline, and civil penalties up to $1,000 per occurrence.

Exempts medical care for minors with medically verifiable genetic disorders of sexual development, including ambiguous external sex characteristics or abnormal sex chromosome structures.

Prohibits state-funded health care providers from furnishing, providing, or performing gender transition procedures on minors; effective October 1, 2023.
