• Establishes a five-year renewable administrator license requiring a bachelor's degree, completion of an approved administrator preparation program, four years of professional educator experience, and submission of a State Board-approved portfolio.

• Creates a one-year provisional assistant principal license (renewable twice) for employees when a local board demonstrates need for administrators and the employee enrolls in an approved preparation program.

• Requires administrator preparation programs to include at least 500-hour internships, portfolio development demonstrating application to school needs, and competencies in digital teaching and learning technologies.

• Authorizes issuance of lifetime licenses (no renewal required) to professional educators with either 30+ years of creditable service with the Teachers' and State Employees' Retirement System or 30+ combined years as a licensed teacher, administrator, or student services personnel in North Carolina.

• Directs the Professional Educator Preparation and Standards Commission to develop a portfolio-based assessment system for administrator licensure applications by June 15, 2024; effective July 1, 2024.
