Appropriates $2,000,000 in nonrecurring funds to the Department of Health and Human Services, Division of Public Health for the 2023-2024 fiscal year to establish a two-year healthcare-associated infection prevention pilot program.

Requires selection of at least two general acute hospitals with more than 200 beds as pilot sites, each equipped with hand hygiene dispensers with communication devices, in-hand dispensers for healthcare workers, real-time data analytics dashboards, and compliance training.

Directs the Division to submit progress reports to the Joint Legislative Oversight Committee on Health and Human Services by December 31, 2023, and every six months thereafter until June 30, 2025.

Requires a final report by December 31, 2025, containing recommendations on best practices for hand hygiene compliance among healthcare workers and reducing healthcare-associated infections.

Becomes effective July 1, 2023, with appropriated funds remaining available until expended or until the pilot program concludes, whichever is earlier.
