Authorizes the Town of Carolina Beach to adopt and enforce ordinances regulating the design and elevation of bulkheads, levees, revetments, and similar shoreline structures.

Allows Carolina Beach to require waterfront property owners to construct protective structures when necessary to prevent damage from wave action, tidal fluctuation, erosion, nuisance tidal flooding, and sea level rise.

Empowers the town to establish standards for construction, replacement, reconstruction, and maintenance of bulkheads and similar structures to control flooding and prevent sediment infiltration into state waters.

Provides that state and federal regulations from the Department of Environmental Quality, U.S. Army Corps of Engineers, and federal Office for Coastal Management shall supersede conflicting local ordinances.

Authorizes municipal law enforcement officers to enforce ordinances adopted under this act; becomes effective upon passage.
