Repeals Section 4 of Article VI of the North Carolina Constitution, which contains the literacy test requirement for voting.

Submits the constitutional amendment to North Carolina voters at the statewide general election on November 5, 2024.

Ballot question asks voters to decide "FOR" or "AGAINST" removing the literacy test requirement, noting that the federal Voting Rights Act of 1965 prohibits its implementation.

State Board of Elections certifies referendum results, and the amendment becomes effective upon certification if a majority of votes cast are in favor.

Act becomes effective when it becomes law, with the constitutional amendment itself effective upon certification by the State Board of Elections.
