House Bill 447 Summary

• Requires manufacturers and distributors to assign vehicle reservations submitted directly by customers to franchised dealers (within customer's designated dealer or closest dealer by proximity), with a 10-day window before reassignment is allowed.

• Prohibits manufacturers from restricting dealers' ability to negotiate final purchase prices, financing terms, trade-in values, and ancillary products (warranties, GAP coverage) with customers who reserved vehicles directly.

• Establishes protections for rural and other dealers selling technologically advanced vehicles (electric and hydrogen vehicles) by requiring individualized assessments of minimum investments needed and fair allocation of TAV inventory across all authorized dealers.

• Prevents manufacturers from unreasonably interfering with dealer websites by prohibiting restrictions on dealer branding, website design choices, digital tools, and multi-brand displays on single-location or dealer group websites.

• Extends grandfather provisions allowing legacy pricing programs operating as of October 1, 1999 and June 30, 2001 to continue until June 30, 2028 (previously June 30, 2025).
