Requires the Division to notify motor vehicle dealers and manufacturers in writing of potential violations within 10 business days of discovery, effective October 1, 2023.

Clarifies conditional vehicle delivery law by shifting insurance notification responsibility from dealers to purchasers/lessees and absolving dealers of liability if purchasers fail to obtain timely insurance coverage.

Requires the Division to promptly publish notice of motor vehicle dealer license applications from manufacturers, factory branches, distributors, and distributors in the North Carolina Register, effective July 1, 2023.

Establishes a minimum 30-day waiting period from publication before the Commissioner can hold an evidentiary hearing on dealer license applications from manufacturers and distributors that do not currently hold a Division license.

Establishes a minimum 15-day waiting period from publication before the Division can approve or issue licenses for manufacturers, factory branches, factory representatives, distributors, and distributor representatives.
