Authorizes the Towns of North Topsail Beach, Surf City, and Topsail Beach to create ordinances prohibiting abandoned vessels in navigable waters within their jurisdiction.

Defines an "abandoned vessel" as one moored or anchored for more than 30 consecutive days within any 180-day period without dock owner permission, or one that is sinking, sunken, or poses a hazard to navigation.

Applies existing abandoned motor vehicle removal procedures under G.S. 160A-303 to abandoned vessels to the extent applicable.

Exempts shipwrecks, vessels, cargoes, and underwater archaeological remains in place for more than 10 years from removal unless approved by the Department of Natural and Cultural Resources, which holds legal custody of such properties.

Becomes effective upon enactment.
