Requires health benefit plan insurers in North Carolina to reimburse pharmacists at the same rate as other advanced practice or mid-level health care providers (such as nurse practitioners or physician assistants) when providing equivalent health care services within the pharmacist's scope of practice.

Mandates that insurers accept credentialing for pharmacists employed or contracted with health care facilities that have delegated credentialing agreements with those insurers.

Requires insurers to reimburse contracted health care facilities or pharmacists directly for covered services performed by pharmacists, regardless of whether the pharmacist is a participating provider in the insurer's network.

Specifies that a pharmacy's participation in a drug benefit provider network does not fulfill any requirement for insurers to include pharmacists in their medical benefit provider networks.

Becomes effective October 1, 2023, and applies to contracts entered into, renewed, or amended on or after that date; extends requirements to insurance agents and third-party administrators.
