Adds new authority for city councils to annex noncontiguous (satellite) territory to municipal service districts, provided 100% of property owners in the proposed area petition for annexation.

Requires satellite areas to be no more than 1,000 feet from the existing service district boundary and capable of receiving the same services as the primary district.

Limits total satellite area annexations to 10% of the primary district's area, and requires that entire subdivisions be included if any portion is proposed for annexation.

Requires city councils to prepare a report before public hearings documenting the proposed boundaries, demonstration that standards are met, and a service extension plan.

Becomes effective upon enactment.
