Commission must determine application completeness within 30 days and specify any deficiencies; applications deemed complete if Commission fails to respond within 30 days.

Commission must approve water or wastewater utility transfer applications within 300 days of a completed application filing (or 210 days if system has unresolved environmental violations within prior 24 months).

Proposed purchasers must hold pre-application conference with Commission and Public Staff within 90 days of entering into purchase agreement to clarify requirements and asset information needed.

Applicants may waive any deadline for completeness determination or approval order set by the bill.

For applications pending when law becomes effective, Commission must issue approval order within 180 days after law takes effect or completed application filing, whichever is later.
