Removes motor vehicle emissions testing requirements from all North Carolina counties except Mecklenburg County, eliminating the requirement for 18 counties (Alamance, Buncombe, Cabarrus, Cumberland, Davidson, Durham, Forsyth, Franklin, Gaston, Guilford, Iredell, Johnston, Lincoln, New Hanover, Randolph, Rowan, Union, and Wake).

Requires the Department of Environmental Quality to submit a proposed State Implementation Plan amendment to the United States Environmental Protection Agency for approval by December 31, 2023.

Becomes effective on the later of January 1, 2024 or the first day of a month that is 60 days after the EPA approves the State Implementation Plan amendment.

Requires the Department of Environmental Quality Secretary to notify emissions inspection mechanics, station licensees, and self-inspectors of the effective date through website notice and written or electronic communication.
