Redefines the boundary between Mecklenburg County and Union County to follow I-485, placing the Shannamara neighborhood in Union County based on 2020 Census Redistricting Data TIGER/Line Shapefiles.

Effective July 1, 2023, all new documents and property records for affected areas must be filed in the county to which the property is annexed, while pre-July 1, 2023 records remain valid in their original counties.

Transfers ad valorem tax responsibility to the annexing county beginning July 1, 2023, with classified motor vehicles registered before June 30, 2023 remaining taxed by the original county, and allows counties to choose between two valuation methods until the next regular revaluation period.

Requires county boards of elections to transfer voter registration records and Jury Commissions to revise jury lists effective July 1, 2023, while keeping affected properties in the same congressional, state legislative, and judicial districts.

Provides liability protection for county officials and employees relating to the boundary change and requires county school boards to allow affected students to remain in their current school system until high school graduation.
