Reduces the Washington-Warren Airport Authority from seven members appointed by Washington City Council to a new structure with appointments divided among the City of Washington, Beaufort County Commissioners, and remaining board members.

Changes appointment authority so that one member is appointed by the City of Washington, two members by Beaufort County Commissioners, and three members are selected and appointed by the remaining members of the Airport Authority.

Requires all current Airport Authority member terms to expire on October 1, 2023, with new appointments made promptly under the revised structure.

Establishes staggered initial terms of two, three, and four years among the newly appointed members, with all subsequent terms to be three years.

Authorizes the Clerk of Superior Court of Beaufort County to fill vacancies if an appointing authority fails to make initial appointments by October 31, 2023, and a quorum cannot be obtained.
