Authorizes the City of Greensboro to establish a pilot program using electronic speed-measuring systems (automated cameras) to detect speeding violations in school zones.

Violations detected by the cameras are noncriminal with a civil penalty of $250.00, no driver license points assessed, and an additional $125.00 penalty if the owner fails to pay or respond within 30 days.

Registered vehicle owners are liable for violations unless they provide a sworn affidavit within 30 days identifying the actual driver or reporting the vehicle as stolen/lost within 48 hours of the violation.

The City must post warning signs within 1,000 feet of camera locations and provide administrative hearings with appeals available to district court for trial de novo.

The pilot program expires three years after implementation or upon submission of required reports to the legislature, whichever is earlier; this act applies to Greensboro only.
