Increases the Personal Needs Allowance for institutionalized individual Medicaid recipients from $30 to $70 per month, and for married couples from $60 to $140 per month.

Directs the Department of Health and Human Services to develop a plan for annual increases to the Personal Needs Allowance at the start of each state fiscal year based on an inflation factor.

Appropriates $4,730,000 in recurring state funds for each year of the 2023-2025 fiscal biennium to implement the increase, which will leverage an estimated $9,600,000 in federal matching funds annually.

Requires DHHS to submit amendments to the NC Medicaid State Plan to the Centers for Medicare and Medicaid Services, with implementation contingent upon federal approval.

Becomes effective July 1, 2023.
