Enacts "The Religious Assembly Security and Protection Act of 2023" to address security at religious institutions and educational facilities.

Allows concealed handgun permit holders to carry handguns on educational property that is also a place of religious worship, but only outside of school operating hours and if premises owners have not posted prohibition notices.

Defines "school operating hours" to include times when premises are used for curricular, extracurricular, educational, instructional, or school-sponsored activities, or programs for minors by non-affiliated entities.

Authorizes non-sworn law enforcement facility employees to carry concealed handguns in law enforcement facilities if they are designated in writing by the agency head and carry written proof of designation.

The law enforcement facility employee provision becomes effective July 1, 2023, while remaining provisions take effect upon becoming law.
