Adds new public policy declaring that labor organizations' rights to enter into labor agreements shall not be denied or abridged in North Carolina.

Repeals Article 12 of Chapter 95 of the General Statutes, which restricted labor organizing by public employees.

Maintains existing protections that prohibit requiring union membership as a condition of employment and prohibit requiring non-membership as a condition of employment.

Maintains existing prohibitions on employers requiring employees to pay union dues, fees, or charges as a condition of employment.

Applies to all agreements entered into on or after the effective date, but does not affect lawful contracts in force before the law takes effect.
