Modifies G.S. 120-130 to allow legislative employees to reveal the existence of drafting and information requests from legislators, except the requester's identity remains confidential unless necessary to answer the request.

Amends G.S. 120-131 to make documents prepared by legislative employees public once they are introduced as bills, offered as amendments or conference committee reports, or distributed at non-executive session committee meetings.

Updates G.S. 120-132 to permit legislative employees to disclose documents or information acquired in official capacities that would appear in public records or were otherwise publicly disseminated.

Allows judges to compel disclosure of legislative employee documents or information when necessary for proper administration of justice, subject to legislative privilege and immunity protections.

Becomes effective upon enactment.
