Establishes a supplemental insurance plan administered by the Department of Insurance to provide mental health benefits to eligible first responders diagnosed with anxiety disorders, depressive disorders, trauma and stressor-related disorders, sleep-wake disorders, conduct disorders, or obsessive-compulsive disorders.

Covers law enforcement officers, firefighters, 911 dispatchers, emergency medical technicians, detention officers, correctional officers, probation officers, and volunteer firefighters employed by government or nongovernmental entities.

Provides up to $5,000 per 12-month period for out-of-pocket medical expenses, monthly salary benefits up to 75% or $5,000 (whichever is less) for required medical leave up to 12 workweeks per 12-month period, and disability benefits for those unable to perform first responder duties.

Limits disability benefits to 36 consecutive months with periodic reevaluation to determine if the first responder can return to duty; first responders receiving workers' compensation benefits for mental conditions are ineligible.

Takes effect January 1, 2024.
