Prohibits homeowners associations from compensating managing agents based on fines collected and requires all fines collected to be remitted to the Civil Penalty and Forfeiture Fund rather than retained by associations.

Strengthens notice requirements before associations file liens by requiring both physical and electronic mail notice of delinquent assessments at least 15 days before filing, and mandates that liens for fines be filed within 90 days of imposition and enforced within one year.

Prohibits associations from enforcing parking restrictions on public streets or roads unless the authority has been expressly delegated by the Department of Transportation or local government, with delegations valid for no more than five years.

Prevents associations from levying fines for lessons (tutoring, music, swimming, etc.) provided to five or fewer people on the owner's property, regardless of compensation.

Allows foreclosure sales to be conducted at designated public locations other than courthouse doors, permits foreclosure sales to commence up to three hours after the scheduled time, and establishes a procedure for accepting remote bids from bidders not physically present.
