Expands the Commissioner of Insurance through the Office of the State Fire Marshal to share fire investigation authority alongside the Director of the State Bureau of Investigation in certain circumstances.

Grants the State Bureau of Investigation exclusive supervisory and investigative authority over cases involving death or serious bodily injury, first- or second-degree arson, buildings owned or occupied by state or local government, and educational institutions, churches, or religious buildings.

Amends G.S. 58-79-5, 58-79-10, and 58-79-15 to include the Commissioner of Insurance through the Office of the State Fire Marshal in examination duties, arrest and prosecution authority, powers of investigation, and enforcement of summons and subpoenas.

Adds the Office of the State Fire Marshal as an authorized entity to request insurance company information in G.S. 58-79-40, including policy details, payment records, claims history, and investigation materials related to fire losses.

Becomes effective October 1, 2023.
