H 552 - 2023 MOMnibus Act

• Establishes a Maternal Mortality Prevention Grant Program awarding up to 5 competitive grants ($10,000-$50,000 each) to community-based organizations led by black women for programs addressing maternal health disparities and social determinants of health in prenatal and postpartum periods.

• Requires all health care professionals engaged in perinatal care to complete an evidence-based implicit bias training program by December 31, 2024 (or within one year of initial licensure), with training renewal required every 24 months before license renewal.

• Establishes patient rights in perinatal care facilities including the right to participate in medical decisions, receive care free from discrimination based on race, ethnicity, gender identity, sexual orientation, immigration status, and other protected characteristics, and file complaints about rights violations.

• Appropriates $500,000 annually for 2023-2024 and 2024-2025 fiscal years to North Carolina Agricultural & Technical State University and Johnson C. Smith University (split equally) to support lactation consultant training programs, including funding for facilities, student aid, and instructor compensation.

• Allocates $93,513 in recurring funds for 2023-2024 and 2024-2025 to fund a full-time Public Health Program Coordinator position within the Department of Health and Human Services.
