Establishes the North Carolina Healing Arts Commission and creates a licensure framework for reflexologists, music therapists, and naturopathic doctors as healing arts professions.

Requires applicants to meet specific educational, certification, and character requirements; reflexologists must hold national certification from the American Reflexology Certification Board, music therapists must complete AMTA-accredited programs with at least 1,200 hours of clinical training, and naturopathic doctors must graduate from approved programs and pass the NPLEX exam.

Sets licensing fees at $300.00 for initial licensure and $350.00 for annual renewal, with late renewal fees of $200.00; all expenses paid from collected fees with no state treasury appropriation required.

Establishes advisory committees for each profession to screen applicants, make licensure recommendations, and discipline licensed practitioners; prohibits unlicensed individuals from practicing these professions or using professional titles.

Naturopathic doctors are authorized to perform diagnostic procedures, order laboratory tests and imaging, dispense natural remedies, and provide physical medicine treatments, but are prohibited from prescribing drugs, performing surgery, administering anesthetics, and diagnosing or treating cancer except as adjunctive care.
