Prohibits payment card networks from using or maintaining firearms merchant category codes that identify firearm purchases or sellers in North Carolina.

Prevents payment card networks from knowingly maintaining records of individuals residing in North Carolina who own firearms.

Prohibits payment card networks from discriminating against firearms merchants based on firearms code assignment or refusal to assign such codes.

Establishes civil liability allowing firearms merchants, customers, and individuals to sue for violations, with statutory damages of $10,000 per instance, plus injunctive relief and attorneys' fees.

Authorizes the Attorney General to investigate violations and assess civil penalties up to $10,000 for each violation, with a three-year statute of limitations for private lawsuits.
