Establishes a study committee chaired by the Commissioner of the Department of Insurance to examine ways to incentivize recruitment and retention of volunteer firefighters.

Committee consists of nine total members: the chair plus two members from the North Carolina Office of State Fire Marshal, two from the Labor and Economic Analysis Division of the Department of Commerce, one volunteer firefighter and one volunteer fire chief appointed by the Speaker of the House, and one volunteer firefighter and one volunteer fire chief appointed by the President Pro Tempore of the Senate.

Committee shall study and make recommendations on incentive methods for volunteer firefighter recruitment and retention.

Committee must submit a report with findings, recommendations, and any proposed legislation to the 2024 Regular Session of the General Assembly upon its convening.

Act becomes effective upon enactment into law.
