Establishes a Parents' Bill of Rights with 10 enumerated rights including access to education records, healthcare decision-making authority, school performance data, nutrition information, and classroom visitation within reasonable limits.

Grants parents the right to know about threats to their child's safety, receive timely notifications about health and education matters, and ensure their child receives diagnosis and services for learning disabilities.

Requires schools to provide fully resourced classrooms with tools and technology as mandated by the North Carolina Constitution to both parents and students.

Establishes a Students' Bill of Rights with 14 enumerated rights including freedom from discrimination, safety protections, access to mental health services, extracurricular programs, and college/career readiness support.

Becomes effective upon passage and applies beginning with the 2023-2024 school year.
