Amends G.S. 14-56 to create tiered felony classifications for breaking into or out of railroad cars, motor vehicles, trailers, aircraft, boats, or watercraft based on value of goods stolen over a 90-day period: Class H ($1,500-$20,000), Class G ($20,000-$50,000), Class F ($50,000-$100,000), and Class C (exceeding $100,000).

Establishes Class H felony for violations involving vehicles owned or operated by law enforcement agencies, the North Carolina National Guard, or branches of the U.S. Armed Forces, when the person knows or reasonably should know the ownership.

Allows for aggregation of acts occurring in multiple counties into a single alleged violation, with concurrent venue in each county where part of the offense occurs.

Exempts breaking into or entering vehicles from prosecution when done in good faith to provide emergency first aid, health care treatment, or assistance to an unconscious, ill, or injured person inside.

Expands G.S. 14-86.1(a) to include conveyances used in violation of G.S. 14-56 as subject to forfeiture and becomes effective December 1, 2023.
