House Bill 593 Summary

• Motor vehicle combinations exceeding 20,000 pounds GVWR on U.S. Route 64 between State Road 1533 and N.C. Highway 106 in Macon County are subject to axle-group weight penalties, effective December 1, 2024.

• Sanitary district boards in counties with more than 17 municipalities must adopt single-member residency districts for candidate eligibility while conducting at-large elections, with boundaries established by December 1, 2024 and revised after the 2030 census.

• Sanitary district boards may extend boundaries to include entire contiguous municipalities upon receiving a municipal resolution requesting inclusion, effective for resolutions received on or after January 1, 2024.

• Seven million dollars ($7,000,000) previously allocated to Duplin County for an Emergency Management Facility shall be reallocated: $1,500,000 for a Senior Resource Center and Veterans' Services building and $5,500,000 for a sheriff's office and detention center.

• North Carolina shall convey approximately 61.95 acres of former quarry land in Monroe (Union County Parcel Numbers 09152002 and 09191002) to the City of Monroe for $1.00, with the city bearing all conveyance costs and accepting the property "as is" without warranty.
