• Water and Stormwater Management: Modifies regulations on development density in water supply watersheds, stormwater design requirements, and establishes expedited permitting timelines (30-90 days) for dredging and energy/fuel distribution projects.

• Agriculture and Supply Chain: Grants the Commissioner of Agriculture emergency authority to declare supply chain disruptions for poultry and livestock, allowing emergency composting of dead animals without individual permits.

• Local Government Limits: Restricts county and city authority to regulate online marketplaces, prohibits additional fire access road requirements beyond state fire code, and prevents regulation of battery-charged security fences on nonresidential properties.

• Professional Licensing and Employment: Expands provisional licenses for interpreters/transliterators, exempts minor league baseball players from state wage/hour laws, and protects Civil Air Patrol member absences from employment discrimination.

• Miscellaneous Reforms: Increases nonprofit raffle limits from 4 to 5 per year with higher prize values ($2.25M), clarifies inflatable devices are not amusement devices, and increases maximum vehicle height from 13.5 to 14 feet.
