Amends G.S. 115C-301(g) to add a new waiver provision allowing local school administrative units to waive kindergarten through third grade class size requirements.

Permits waivers when there is a shortage of qualified, licensed teachers available to teach in a grade level for the required number of classrooms at each school.

Permits waivers when classroom space or facilities are inadequate and would require facility expansion, construction, or relocation to meet class size requirements.

Takes effect upon becoming law and applies to waiver applications filed on or after the effective date.
