Requires public school units to establish multidisciplinary threat assessment teams by March 1, 2024, with expertise in counseling, instruction, school administration, and law enforcement to identify and manage threatening behavior.

Directs the Center for Safer Schools to develop guidance for threat assessment teams by December 31, 2023, in consultation with relevant agencies and based on best practices regarding threat assessment, intervention, parent involvement, and compliance with federal laws.

Mandates local boards of education to establish peer-to-peer student support programs in schools with grades six and higher by the 2024-2025 school year to address conflict resolution, health and wellness, and mentoring.

Expands law enforcement access to school facilities by requiring all public school units to provide schematic diagrams and emergency access to buildings; extends data collection requirements for school safety exercises and crisis kit policies to all public school units rather than just traditional schools.

Applies threat assessment team requirements to charter schools, regional schools, and laboratory schools; private schools are encouraged to voluntarily adopt similar school safety measures.
