Prohibits University of North Carolina constituent institutions from requiring students, faculty, or applicants to endorse, opine about, or describe their actions related to contemporary political debate or social action matters as a condition of admission, employment, or professional advancement.

Prohibits community colleges from soliciting or requiring applicants and employees to endorse, opine about, or describe actions related to contemporary political debate or social action matters.

Allows institutions to request written approval from their respective system presidents to institute otherwise-prohibited requirements if determined necessary for educational, research, or public-service missions, subject to discussion in open session governance meetings.

Employees who fail to comply with these requirements are subject to disciplinary procedures determined by their governing boards.

Effective when enacted and applies beginning with the 2023-2024 academic year.
