Clarifies that voted ballots and associated paper and electronic records are confidential and only accessible to elections officials performing duties, except by court order, board of elections order, or public records request.

Allows access to voted ballots through public records requests only when ballots are redacted to prevent disclosure of how individual voters voted.

Permits board of elections to access voted ballots to resolve election protests or investigate alleged election irregularities or violations.

Makes it a Class 1 misdemeanor for any person with access to a voted ballot or its records to knowingly disclose how an individual voter voted in violation of the access restrictions.

Takes effect upon enactment.
