Authorizes the Department of Transportation to use electronic speed-measuring systems (automated traffic cameras) to detect speeding violations in highway work zones on State-maintained highways only.

Establishes a civil penalty of $250 for work zone speeding violations detected by these systems, with an additional $125 penalty if the owner fails to respond within 30 days; violations are noncriminal and do not result in driver's license points or insurance points.

Requires warning signs posted within 1,000 feet of cameras, regular system calibration and testing, and notification to vehicle owners by mail with violation photos; allows registered owners to contest violations by providing sworn affidavits about who controlled the vehicle.

Creates the Civil Penalty Litigation Fund within the State Civil Penalty and Forfeiture Fund to receive 75% of collected penalties and allocate funds to local school districts on a per-pupil basis; the remaining 25% goes to the State Public School Fund.

Limits the pilot program to no more than 25 work zones statewide, requires annual reports to legislative committees on violations and costs, and sunsets the program on October 1, 2028.
