Directs the Commission for Public Health to implement on-site wastewater rules differently for systems permitted before January 1, 2024, exempting them from new rules unless design daily flow or wastewater strength increases

Establishes that accessory dwelling units use 120 gallons per day per bedroom or 60 gallons per day per person (when occupancy exceeds two persons per bedroom) and shall not require a multiparty agreement when under common ownership

Allows wastewater system owners to use professional engineers or Authorized On-Site Wastewater Evaluators to obtain approvals, with engineers permitted to use unapproved pretreatment technologies if specifications are included in reports

Permits local health departments to issue existing system reconnection approvals when new facilities remain within the same footprint with no increase in design daily flow or wastewater strength

Becomes effective January 1, 2024, with all sections containing sunset provisions that expire when permanent rules required by the Commission become effective
