Requires the Department of Health and Human Services Division of Health Benefits to develop and implement a statewide reimbursement methodology for clubhouse model psychosocial rehabilitation day programs serving adults with severe and persistent mental illness on Medicaid.

Mandates the reimbursement plan include incentives for Clubhouse International accreditation, consistent rates across regions, and education and training for local management entities/managed care organizations and state staff on the clubhouse model.

Requires submission of a report to the Joint Legislative Oversight Committee on Medicaid and NC Health Choice by December 1, 2023, detailing the proposed reimbursement methodology, implementation timeline, associated costs, and staff training details.

Appropriates $2,500,000 in recurring General Fund dollars for each year of the 2023-2025 fiscal biennium to the North Carolina Clubhouse Coalition, Inc. to fund member clubhouse programs, service expansion, accreditation, and staff training.

Effective July 1, 2023 for the appropriation and upon enactment for all other provisions.
