Requires all state agencies, state agency licensing boards, and occupational licensing boards to verify immigration status of applicants for public benefits using the Department of Homeland Security's SAVE (Systematic Alien Verification for Entitlements) Program beginning January 1, 2024.

Prohibits providing public benefits to aliens who are not qualified aliens, nonimmigrants, or paroled aliens (paroled for less than one year), except as allowed under federal law.

Mandates that all affected agencies enter into memorandum of agreement or computer matching agreements with the Department of Homeland Security to implement the SAVE Program.

Requires agencies to report to the Joint Legislative Oversight Committee on General Government by December 1, 2023, and annually thereafter on implementation progress.

Creates private enforcement mechanism allowing any state resident to bring legal action for declaratory and injunctive relief against non-compliant agencies, with courts authorized to impose civil penalties up to $10,000 and award attorneys' fees to prevailing parties.
